Licence to Generate

Leave to Construct a Transmission Line
The Greenwich Wind farm has applied to the Ontario Energy Board for a Leave to Construct a Transmission line allowing the Greenwich Wind farm to be connected to the IESO controlled provincial transmission grid. The application is available below:

Environmental Screening Report
An Environmental Screening Report/Environmental Impact Statement has been completed by Dillon Consulting Limited to fulfill provincial and federal environmental regulatory requirements. An interdisciplinary team of professionals prepared this report based on extensive field work and data collection activities. Key data collection activities include one year of bird survey work, extensive bat surveys, archaeological investigations, review of mapping, air photos, natural heritage data and studies, and land use planning related documents and policies. Field visits were also conducted to examine water crossing locations, confirm presence of natural vegetation/wildlife habitat, and location of noise receptors. Natural heritage survey programs were guided by the input of provincial and federal government agencies. RES Canada is committed to the development and implementation of an environmental protection and management plan to guide the development and operation of the Greenwich Wind Farm.
A Notice of Study Completion was released on July 13, 2009 and is included below along with the full Environmental Screening Report/Environmental Impact Statement for the Greenwich Wind Farm. This notice is the beginning of a minimum 30 day review period during which an interested party may submit comments on the ESR. If after reviewing the ESR and supporting documents, an interested party has a significant outstanding environmental concern about the Project, that party should raise its concerns with RES as soon as possible. If RES and the concerned party are unable to resolve the matter, the concerned party can make a written request to the Director of the Environmental Assessment and Approvals Branch of the Ministry of the Environment to elevate the Project to an individual Environmental Assessment under the Environmental Assessment Act. Elevation requests must be made in accordance with the provisions set out in the Ministry of the Environment's Environmental Screening Process for electricity projects. Elevation requests must be received by the Director, Environmental Assessment and Approvals Branch, Ministry of the Environment, 12A Floor, 2 St. Clair Avenue West, Toronto, Ontario, M4V 1P5, by August 11, 2009, with copies to RES and its environmental consultant as identified in the Notice of Study Completion.

As described in the Notice of Study Completion, a hard copy version of the ESR is available at the Township of Dorion Municipal office located at 170 Dorion Loop Road in Dorion, Ontario. In an attempt to make the electronic version of the ESR document as accessible as possible, RES Canada has broken up the document into smaller portions. However, realizing that the file sizes remain quite large it is possible that some users have difficulty accessing all the information available via the project web site.
